Allowed Certificate Authorities
LOW MODERATE HIGHRequirements NIST SOURCE
Only allow the use of [certificated authorities] for verification of the establishment of protected sessions.
Discussion (NIST Supplemental Guidance)
Reliance on certificate authorities for the establishment of secure sessions includes the use of Transport Layer Security (TLS) certificates. These certificates, after verification by their respective certificate authorities, facilitate the establishment of protected sessions between web clients and web servers.
Implementation Guidance

No engineering interpretation has been authored for SC-23(5) yet. This section is architected to receive it — see the Requirements and Assessment sections above for the authoritative NIST source content in the meantime.
Assessment
Assessment Objectives
- certificate authorities to be allowed for verification of the establishment of protected sessions are defined;
- only the use of <SC-23(05)_ODP certificated authorities> for verification of the establishment of protected sessions is allowed.
Examine
[SELECT FROM: System and communications protection policy; procedures addressing session authenticity; system design documentation; system configuration settings and associated documentation; list of certificate authorities allowed for verification of the establishment of protected sessions; system audit records; system security plan; other relevant documents or records].
Interview
[SELECT FROM: System/network administrators; organizational personnel with information security responsibilities].
Test
[SELECT FROM: Mechanisms supporting and/or implementing the management of certificate authorities].

STIGs & CCIs
No STIG checks or CCI mappings are currently loaded for SC-23(5). This section is architected to display, per product: STIG ID, Finding ID, Severity, Title, Description, Check, Fix, CCI, and NIST control mapping — but nothing is populated here until a real DISA STIG/CCI dataset is ingested.
