Attribute Value Changes by Authorized Individuals
LOW MODERATE HIGHRequirements NIST SOURCE
Provide authorized individuals (or processes acting on behalf of individuals) the capability to define or change the value of associated security and privacy attributes.
Discussion (NIST Supplemental Guidance)
The content or assigned values of attributes can directly affect the ability of individuals to access organizational information. Therefore, it is important for systems to be able to limit the ability to create or modify attributes to authorized individuals.
Implementation Guidance

No engineering interpretation has been authored for AC-16(2) yet. This section is architected to receive it — see the Requirements and Assessment sections above for the authoritative NIST source content in the meantime.
Assessment
Assessment Objectives
- authorized individuals (or processes acting on behalf of individuals) are provided with the capability to define or change the value of associated security attributes;
- authorized individuals (or processes acting on behalf of individuals) are provided with the capability to define or change the value of associated privacy attributes.
Examine
[SELECT FROM: Access control policy; procedures addressing the change of security and privacy attribute values; system design documentation; system configuration settings and associated documentation; list of individuals authorized to change security and privacy attributes; system audit records; system security plan; privacy plan; other relevant documents or records].
Interview
[SELECT FROM: Organizational personnel with responsibilities for changing values of security and privacy attributes; organizational personnel with information security and privacy responsibilities; system developers].
Test
[SELECT FROM: Mechanisms permitting changes to values of security and privacy attributes].
STIGs & CCIs
No STIG checks or CCI mappings are currently loaded for AC-16(2). This section is architected to display, per product: STIG ID, Finding ID, Severity, Title, Description, Check, Fix, CCI, and NIST control mapping — but nothing is populated here until a real DISA STIG/CCI dataset is ingested.
